First, thanks for writing this proposal, it is always a great sign that people outside the DAO take time and effort to put something on the forum and this should be encouraged.
On the topic, I've talked to both of the authors of the proposal about its content and I think we agreed that while certainly areas need to be improved, most of what is written in the proposal is already done today. I'd argue that b, c and d already is in the books and we have two excellent contributors who are overseeing the announcements in both the DAO and on other social media channels in SHAFT and Deez.
On the point of A, I think there can be some improvement, however it is important to mention that certain time estimates and impacts on current DAO projects are not black and white, and that this takes time. A rough indication can be given yet a consensus can only be found when all information is available, think it is important to state this.
What I propose is to distill this proposal into some guidelines wo the need to go to a vote and come to an agreement here going forward, this to prevent overhead, distraction from Cooler execution and the accelerated execution of these guidelines.
On top of what is already done today, I propose that:
1. Each proposal that makes it to OIP or TAP should be discussed during a community call
2. A Twitter post should be done when something goes to OIP and when it goes to vote
3. Should have a comment from someone of the council who discusses feasibility within the broader context (open to some specific points here ie timeline, cost, impact on other projects,..)
4. We can summarize these points in the quarterly report (already made by the council today)
5. A channel in the main and DAO discord where active community members/contributors can propose certain announcements, this because some information which to active participants may seem evident sometimes gets missed in communication to the outside world.
