TAP-13 Withdraw all $Tribe from RARI and Delegate on Tally for upcoming Vote

Summary:

TribeDao is going to have a On-chain Tally vote for the reimbursement of RARI pool hacke event, Olympus as a protocol sufferred a lot during the last RARI hack, we could have a chance to vote for a reimbursement.

Background: To be able to vote for the on-chain governance on Tally, we need withdraw $Tribe from Rari pool: https://etherscan.io/address/0x061c8610a784b8a1599de5b1157631e35180d818, and delegate the token on Tally to ourself or to TetraNode, who have a common interst with Olympus DAO. With draw all $TRIBE tokens from RARI pool
Self-Delegated, or Delegate them to TetraNode
Vote for a full reimbursement to recover the protocol loss

Hi there, thanks for the proactivity @DreamLand and the dev team has already written a batch transaction to complete the first two proposed actions.

The Treasury will withdraw the $TRIBE and delegate to the DAO multisig today. Of course, we'll vote for full reimbursement.
